As far as I can see, peardoc/$langcode/pecl/* should be moved to
phpdoc/langcode/reference/* (splitted up :). It would be nice to discuss
and clean the intentions up with the PECL people, especially Wez [cc-ed,
but I am not sure he will understand what are we discussing here] :)
