LGPL and Windows Help file

Hi all, We are currently reviewing PDF generation using PHP. We would rather not pay for ClipPDF or PDFLib. Is the Panda library available under LGPL now, and if not could we still use it commercially under the GPL? The documentation looks quite good for Panda - is there a compiled searchable help file for this (a Windows CHM file), and will the Panda PDF function documentation be incorporated into the PHP Manual in the future?
