added to livedocs/BUGS.
do not use bugs.php.net for bugs in livedocs. Use the BUGS file for now
(just report them at phpdoc mailling list).

When viewing livedocs it (the TOC) provides a link titled 'Function
Index' but when going there it does a search for 'indexes' rather than
display any sort of function index. The "dead" manual links to an
index of functions.
