If you would have read the migration chapter in our manual then you
wouldn't have wasted our time to bogus this bug.

Hello,
you could save lots of admin's time if you would point out that the
"php.exe" file is now the CLI version of php and that you MUST use the
"php-cgi.exe" version.
Otherwise you get a half working php server!!!
