"Add a note" not working?

Is the Add a note feature currently working in the PHP doc pages?
Ive tried to add a note over the last few days to
php.net/session_decode and php.net/header but its not showing up (and
Im not getting any kind of rejection notice from a moderator). Any
advice?

Ps. for context, this is the note for php.net/session_decode:
Trying to generate a PDF using session data will break with IE as it
seems it can't cope with having cookies set as well as downloading file
data (no amount of fiddling with header settings helped me). Using the
program from "ned at wgtech dot com" below you can get the current
session without using session_start...
