sorry, wrong target.
anyway on win32, with php5.0.0 the function return empty string while on
php4 it return notice. the iconv("WINDOWS-1255", "UTF-8"... which is what
libxml suppse to do is working nice on win32 php.
we still trying to figure out what going here.
