Ok. I've read it. =)
There is chm/make_chm.README quote. Obscure thing for my english.

Some comments:
>There is a new CHM manual building process under development
I've understood this as "here is a branch of new CHM manual
building process which is under development". I still think that it is
still possible to interpret this sentence in this way. =)
>so this README is not moved to the HOWTO, as this will be the old
>(and deprecated) method of generating CHM files (goba@php.net)
"as process is under development, README is old and will not be
included in HOWTO yet"

Self-explanative. =) If it is CVS for xCHM, then it would be
logically correct to include link to xCHM in headers.
On other end in htmlhelp/README.txt:
>Build system of the new CHMs
>============================
>
>[See latest "official" output package online at
> http://php.net/docs-echm]
Build system of the new CHMs. Not xCHM, but some "new" CHMs.
The link http://php.net/docs... just too familiar to follow
and leads to the same site.. Confusing after I've
misinterpreted chm/ dir.
Seems, that I'm going to fall in offtopic..
