No;-) because there is no named entity ' in html4.01:
http://www.w3.org/TR/html4/sgml/entities.html
Maybe the docs should be "fixed" to make sure on what base
html_entity_decode and friends are working.
That said, maybe PHP needs xhtml_entity_decode and friends :-)

Maybe, there is no need to use ' in xml afaik. But if Dave's patch work?
