What is the policy to deal with deprecated stuff ?
Like:
Aspell functions [deprecated]
CCVS API Functions [deprecated]
DBM Functions [deprecated]
Remove them or leave in some additional "Deprecated functions" section
under Function Reference?
Leave them as-is. There are PHP versions used out there with that functionality.
