onsgmls and UTF-8

Hi,
The sgml tools can't read UTF-8 files? In my machine:
bash-2.05b$ make test
/usr/bin/onsgmls -i lang-en -D . -s ./dtds/dbxml-4.1.2/phpdocxml.dcl manual.xml
/usr/bin/onsgmls:/home/andre/projects/cvs.php.net/phpdoc/en/reference/strings/functions/localeconv.xml:169:26:E: non SGML character number 130

/usr/bin/xmllint --noent --noout --valid manual.xml

My box:
uname -a

localeconv.xml@169 is the example output for
<?php
if (false !== setlocale(LC_ALL, 'nl_NL.UTF-8@euro')) {
$locale_info = localeconv();
print_r($locale_info);
}
?>
and localeconv.xml itself start with
<?xml version="1.0" encoding="utf-8"?>
Nano and BlueFish are unable to render a euro sign. Only gedit can display line 169.
I'm wrong or it's time to drop the sgml tools?
