For configure, you can parse the php-src/ext/config.m4. You can easily extract the configure options from this:
"PHP_ARG_WITH(bz2, for BZip2 support,
[ --with-bz2[=DIR] Include BZip2 support])"
For ini, you can use a simpler version of my script (I'm currently working on it to support the changelog):
