Description:
------------
The description simply refers you to stream_set_timeout, which says
"Sets the timeout value on stream, expressed in the sum of seconds and
microseconds. "
That is obvious. But, what does the function do when the timeout limit
is reached? [e.g., does it post an error message?]
What do you test for? How do you use it?
The example is not informative. If the source hangs on the fread(),
the script will just hang and not get to the stream_get_meta_data().
