Yes, but the point was that iconv itself is available for Windows. GobaUse iconv. If you are on Unix or some sort of linux, iconv is available. Otherwise search for a windows binary.I believe iconv is bundled with the PHP Windows releases (or actually compiled in for PHP 5).
