The documentation is obviously right
PS: i also see 0:00 on my clock a lot ...

In Table 1., the line that reads:
H .. 24-hour format of an hour with leading zeros .. 00 through 23
Ought to be:
H .. 24-hour format of an hour with leading zeros .. 01 through 23
