ob_gzhandler() is not inteded for direct calling and it's clearly
stated:
ob_gzhandler(): "ob_gzhandler() is intended to be used as a callback
function for ob_start()"
ob_start(): "If the callback function has two parameters, the second
parameter is filled with a bit-field consisting of
PHP_OUTPUT_HANDLER_START, PHP_OUTPUT_HANDLER_CONT and
PHP_OUTPUT_HANDLER_END."

The documentation of ob_gzhandler lacks the description of the mode
parameter. It only tells when it was added but not what its purpose is
and how it works.
