This is a problem with your windows installation, I have the same (and
unfortunately no solution for it yet). (Open the files on Linux with
xchm or gnochm and you'll see they work fine)

When trying to open English and Russian CHM files (just downloaded),
they show tree at left but don't show content at right, writing "Action
canceled".
