online and downloadable versions of the documentation need some time

My function (http://phpshortcuts.blog-city.com/dateconvert_1.htm
) for converting system dates into user-friendly dates .....
THIS FUNCTION CONTAINS ERRORS IN THE substr() CALLS USED TO PARSE THE
VARS TO SEND TO mktime(), RESULTING IN INCORRECT DATE OUTPUT.
