We are fully aware of the difference between PHP_INI_SYSTEM & PHP_INI_PERDIR. unicode.semantics used to be PHP_INI_PERDIR up until few weeks ago. Thanks for the heads up though. In PHP6.0-200705241630 it is configurable only in php.ini. There is a very big difference between PHP_INI_SYSTEM and PHP_INI_PERDIR.
