Help with the makefile for phpdoc

I have an error on the makefile.
I do:
./configure --with-lang=pt_BR
and after this
make
But it gives me an error:
Generating the manual...make: no: Comando não encontrado
make: ** [.manual.xml] Erro 127
which means no: command not found
This is on Debian Etch.
