I just misunderstood what you meant. The patches are available in the doceditor.
Also, you cannot expect replies withing couple of hours. We are all in
different timezones, and this week I was for example in Paris and not
paying much attention to my email.
If you send to the appropriate list (phpdoc@lists.php.net, which is
the documentation list) I am sure someone could have helped you out
sooner.
Like Daniel Egeberg said, you need to use the proper DocBook markup,
for example in the "What do I need" listing.
Also, we have quite strict "CS" (Coding Standard) which you need to follow.
Have a look at the links Daniel sent and redo the patch and let
phpdoc@lists.php.net know when you have new ones.
