I seems we already moved phd to git.php.net:
http://git.php.net/?p=phd.git;a=summary so
commiting to svn wouldn't do
anything.
For windows I would suggest http://code.google.com/p/msysgit/
you can use the common ssh-keygen from the Git Bash shell provided by
msysgit
then you need to add your public key to your profile on master.php.net and
after a couple of minutes, you should be fine to go as you already have phd
karma.
