Creating a new DOC translation (phpdoc-uk)

Hi. Currently there is no official translation of the PHP manual on Ukrainian language. I would like to help with translation, but first I need to creating a new DOC translation (phpdoc-uk). I read chapter http://doc.php.net/tutorial/, and https://wiki.php.net/doc/articles/newtranslation, but did not get a clear answer to the question "How to do". If I wrote this email to the wrong address, please redirect it to whom it should go. I have my own website, with a translation manual for PHP - http://php.docs.org.ua/, and also I have an account on github https://github.com/KostyaTretyak, and created a special project for PHP https://github.com/php-uk So please help me to create phpdoc-uk.
