Would like to add docs for CSPRNG in PHP7

Hello doc nerds! I had a PR merged into PHP7 that added a CSPRNG. RFC: https://wiki.php.net/rfc/easy_userland_csprng PR: https://github.com/php/php-src/pull/1119 I've written up the docs for it but can't seem to add a csprng folder under the /en/reference folder. I'm not sure if that's the best place to start, but is there a way I can push the docs up and have someone review them before they go live? Thanks, Sammy Kaye Powers sammyk.me 230 S Clark St #194 Chicago, IL 60604
