Hi Wes,
First off, thanks for your interest in helping out with the documentation!

If you haven't already, I suggest having a thorough read of our
documentation documentation at http://doc.php.net/tutorial/, which covers
most aspects of editing out docs.
We generally ask that new folks submit a few patches to the documentation
before granting commit karma. This is in order to show that you've gotten
the hang of how docbook, and our documentation, works (or can copy/paste
from existing docs pages); as well as trying to gauge your willingness to
contribute in an ongoing way (we prefer folks use the online editor, or
send in patches, if they're only going to submit a patch or two ever).
Have you got any patches in the editor, or had any committed already? If
so, let us know, otherwise I'd recommend making a few small patches and
showing them to me or one of the other docs guys.

Any questions, feel free to reach out to me here, privately, or in room 11.
