Folks with php.net accounts should be able to manage patches from
non-php.net folks; committing the patch, clearing the changes, assigning
the patch to yourself, etc. If that's not the case, something is wonky and
needs fixing. One particular annoyance/quirk is that sometimes the
right-click menu isn't available for patches; the trick that works for me
is to expand the patch to show its files, right-click on a file (which
brings up a slightly different menu) and then you (or, at least, I) can
right-click on the patch line in the list.

You have sufficient commit karma already to do that yourself, and if you're
looking for blessing to make the change then you have mine. :)
Have a look in php/conf/project.php.ini in the doc-editor.git repo, where
you should be able to add yourself to a new "project.langadmin.en" list, or
to any of the translations, or the global admin list if you're feeling
brave.

P.S. *grumbles something about just moving to Git (specifically GitHub,
with Pull Requests)*
