Try (this is untested)
if (length($string) > 30) {
print substr($string, 0, 30) ."...";
}
else {
print $string;
}
--OR-- (if you want to over-write $string)
$string = ((length($string) >= 30) ? substring($string, 0, 30) ."..." :
$string );
