PHP is an application that generates HTML code similar to Perl. Which is what is served to the
Client(Browser). Therefore no, you need to use IIS/Apache/other webserver in order to use PHP...
Unless you are using it as a scripting language for shell scripts... or using GTK to create
graphical applications.
