MIME Types

This is a slightly more generalized question than just PHP related but I can make it seem like it applies if I try hard enough. Basically, my computer tweaked out and I was forced to deleted the .txt file extension and recreate it. However, in the process my text/plain MIME type was lost off my computer and replaced with application/octet-stream. Does anyone know how I can restore this type because it makes sending text/plain headers with my server impossible Also while you're at it, does anyone know how to populate the right-click->NEW menu because I lost the option to create a new text document (which is pretty damn annoying).
