Why not just create a sticky-bit script running as a separate user who has
SUDO access to the shutdown command?
ps... your answer was probably meant for the original person asking this
question, but your answer to them differs from mine, so now I'm curious as
to everyone's opinion of the best approach.

simply you can't shutdown your server becouse you are not root the php
script runing under nobody
to do what you want first change the SUID to a box user you can do this by
compile apache with
suexec the second is to wrapping this user (i mean the user which the script
is running under) to root
by any suwrapper and use popen( ) to open a pipe to this wrapper and execute
any thing shutdown,
reboot or eject the cdrom :))
