That's not jpgraph it's a syntax error. Don't you really mean:
$graph->title->Set("Visitors per Day, Month".$month);
On your other question, you can't name a variable $1, and you probably really mean the constant
1:
$l1datay = array(1,2,3,4,5,6,7,8,9,10,
11,12,13,14,15,16,17,18,19,10,
12,22,33,34,35,36,37,38,39,310,
31);
