Send input to two separate frames at once?

Hi
We have several action pages that print out various table records. At the
bottom are inputs for possibly deleting or modifying the records. When the list
gets long, there is a lot of scrolling between the record(s) and the input
windows. We would like to be able to scroll the list portion and keep the
input buttons visible in some manner, such as a frame at the bottom of the
screen.
1 Is it possible to send input to two action pages at once? One to print the
records and the other with the appropriate editing inputs.
or
2 Can one action page be displayed in two separate frames at once and still be
considered 'one'?
or
3. Could the action page complete the printout half and then create a file that
would be the properly configured input form which would then be picked up by an
include in the at the bottom of the screen?
These are just ideas that seem like they might work. I don't know if 1 and 2
are possible and I'm only fairly sure that 3 can be made to work. Since I'm
well into this 'console', I'll have to find a way to finish. I'd surely like
some ideas or answers from anyone in the group. Many thanks in advance.
