logging onto phpmyadmin

now that I put a root password on mysql, I can no longer log onto phpmyadmin. It mentions something about the lib.inc file, it looks like I need to edit the file and add in my new username/password. But when I open lib.inc, it looks like a bunch of garbage on the screen, it's not normal text. What am I doing wrong. Also, I want to allow other users to connect to phpmyadmin from remote locations. Is there a way to do this or do I need to write a little PHP script that allows them to log on? Thanks!!!
