No, this has nothing to do with it. As far as I know there is no way to
force the web server to drop a client connection. For keep-alive cases
(ie. you have set the content-length) then the client will go do something
else when it has received the given number of bytes. But for normal
"Connection: close" connections, the remote web browser sits around and
waits for the server to shut down the socket connection. Most web servers
do not provide an api hook for this.
