Browsing interface to ODBC database

I'm stumped.
I have a requirement to implement a browsing interface that lists 10
items on a page. I'd like the user to be able to look through the
database by selecting the next 10 items or the previous 10 items, thus
browsing through the database.
What's the best way to achieve this?
How can I keep track of where the user is and so on?
