The <META> refresh tag isn't HTTP; it's HTML, which is probably why you
didn't find it in the HTTP spec :).
The <META> refresh tag isn't quite as robust as the HTTP header, but it
generally works fine. There are some HTTP apps that use HTTP but not HTML,
so the <META> HTML tag wouldn't be read by them, although they would
understand the Location: HTTP header. In general practice, however, the
refresh tag works fine.

I've been having a little trouble getting a script to perform a setcookie()
function and then redirect onto a different page using header('Location:
...') under Win2k-AS/IIS5. It seems however that issuing a refresh header
instead of the location (Refresh: 0; url=...) works quite happily.
Is there any reason not to use the refresh header over location (I can't
seem to find it in the http1.1 spec either...) both on this platform and
potentially others too (ie. apache/unix)?
