I think the "guess" of the client setup must be done at the marketing level, when you establish your target audience. If you are going to serve technical content, you'll think at the Lynx users out there too, if you are going to serve WAP content you'll avoid JavaScript, an so on. Several times in my programmer experience client-side technologies proven to be a really nice thing, you know...
