Perhaps safe_mode is on. Run phpinfo() and find out. If it's on, turn it
off, if you can. If you can't, your ISP may have security concerns. If so,
ask them to get a CGI version of PHP running so the user id of your scripts,
and thus system() etc. calls, will be you.
