please help php3.ini config

Help!!! I am trying to connect to an Oracle via windows NT4, I added the
following line to my .ini file, extension=php3_oci80.dll then restarted the
server, but when I try a simple OCILogon() the browser just sits there
waiting for a reply. I used the phpinfo() function and when I gets to the
OCI8 row, the descriptive column is blank. What am I missing? was I supposed
to add anything else to the php3.ini file? Please help. I am getting
desparate :(
