1. Can you log in to the web-server and use Exim to send email?
2. Can you "su" to the PHP user (grep User httpd.conf) and then send email?
3. Is PHP pointing to Exim as the email-sending program in php.ini?
4. Does <?php phpinfo();?> display the php.ini file you think it should?
5. Can you ping the destination domain name from the web-server and
vice-versa?
If you don't have root permission, and can't test 2, but the others all
work, dig into Exim configuration and look for the concept of "trusted user"
-- If the PHP User has been blocked (or not allowed from a global "block")
to send email, then PHP can't send email.
Dunno why that would make Exim give such erroneous error messages, but...
