You cannot get just plain PHP to do two things at once...
You *might* be able to get PHP to do something like:
<?php
exec('wget $foo &');
exec('wget $bar &');
?>
and then both wget calls will be in parallel...
Can I ask a stupid question?
Why the heck don't you just fire up FTP and do it instead of wasting time
writing a PHP application to do it?...
Are you not allowed SSH/telnet to either server?
Maybe you could just ask the admin on the new server to do the FTP for you.
It's going to be much less hassle that way.
