Possible to turn trans_sid off for one page?

Maybe I'm doing something stupid here, but I can't seem to get trans_sid
deactivated for a single page (it's turned on globally).
I am calling:
ini_set('session.use_trans_sid', 0);
as the very first line, but all the links are still getting
?PHPSESSID=xxxx appended.
Has anyone else come across this (and hopefully solved it)?
