well, doing this:
<?
echo urlencode(" +&") . "\n";
echo rawurlencode(" +&") . "\n";
?>
I get this:
+%2B%26
%20%2B%26
so it looks like, if it encodes a char, then rawurlencode() will always
bring it back to the hex value for it, whereas urlencode() will use "+" for
space (dunno about other chars)

What is the difference between urlencode and rawurlencode?
The documentation isn't clear but I'm sure there is some difference.
