Cookies and IIS

Hi all,
my goal is to define Cookie on the page, and to check
if initialization was successful on the same page .
Steps:
- setcookie
- Reload with the header (Location:), with the PHP_SELF,
and with one GET parameter. After it is done, this parameter
tells me that the page was reloaded.
- If my GET parameter was defined, and HTTP_COOKIE_VARS
were defined too, I can make the conclusion that everything was
finished OK. Otherwise Cookie was not initialized.
Everything works fine under Apache. But if I am testing under
IIS 4.0, nothing works, because IIS has bugs.

Probably this is exactly was happened with using setcookie and
header (Location: ). Ok, the page I can reload in a different way,
by means of header(Expires: ) etc. But what do I have to do with
GET parameter? How it can be transferred if header (Location:)
should not be used? May be I have to change something in the
steps mentioned above in general?
