Well, if you compile a cgi version of php, just add a cronjob to run your script. When you automate these things though, especially if it's sending out e-mail, it's best to carefully setup error reporting to catch any script failures or faults -- you want them reported to you quickly and to kill the script gracefully. I learned the hard way with members our e-mail publication.
