Well, the HTTP 1.1 spec says it shouldn't be set when it's typed into the address line.
That happens often enough that it can't be relied on.
Try it:
<HTML>
<BODY>
<?php
echo "Referrer: {$_SERVER['HTTP_REFERER']}<br>"; //note misspeled
HTTP_REFERER
?>
<p>
<a href="<?php echo $_SERVER['PHP_SELF'] ?>">Link to this
page</a>
</p>
</body>
</html>
