Installing php without root

I have the webpage i want all setup on one computer that i own and run
and it works nice with php 4.0.2-dev, but i went to stick it on another
system and i need PHP4 and their only runin 3.0.12. I saw in the lists a
while ago someone did this with compiling the new php and then setting
in a .htaccess file to use that for parsing .php files, does anyone know
how to do this or remember this?
