That depends largely on what sort of web front-end you're using. FTP
won't accomplish much if you don't have access to a command line.
If the web front end is phpMyAdmin, or has similar functionality, it
should provide both a textarea for sending arbitrary SQL commands, and a
file upload form for uploading commands stored in a file (Such as those
generated by a dump)
