Just use exec or backticks to call the mysqldump command
mysqldump -uuser -ppassword database_name > file_to_dump_to.sql
There are additional flags for structure/data only, etc.
Then, use a header to redirect to the .sql file and send it to the user.
One thing to watch out for is the 30 second time limit on PHP scripts...
