Execute command with permissions

Hi,
I am trying execute the a command of system (Unix).
system("mkdir /home/hosting/test");
But the command not is executing because need the permissions to this. I
know than I need than apache is running with user root.
Don't exist one way for than I don't need to recompile my apache ?
