php enabled/disabled VirtualHost

I added "php_admin_value engine Off" to one of Apache VirtualHosts and since that sometimes Apache don't execute php scripting on other php enabled VirtualHosts!
Setting "php_admin_value engine On" on the enabled php hosts don't solve the problem.
Using php 4.0.1pl2 + apache 1.2.13
